Does streaming count for the CW? Do they consider that with the ratings? Do I need to get the CW app and start watching shows on there also? Shows as in Charmed, All American, and Black Lightning.

Welcome. Black Lightning and All American can definitely use the streaming boosts. Charmed is doing pretty well there already and of course can use more but the other two need it a tad more right now
